It is a Virtual YouTuber project centered around an alternative history spy channel and multimedia archive hosted by the titular character, Suraya Mousouzoku. As the Minister of Information, and one of the supervillains managing the international shadow government, she provides to the members of the organisation news and updates of a dystopian world.

The audience is put in the shoes of a new recruit learning about the intricacies of the shadow government and being updated on the various cloak-and-dagger activities behind the scenes. Content is delivered through in-universe multimedia, including videos, infographics, brochures, maps, posters, and blog entries.
